Don Flowers, President

Kingsland Baptist Church

Don is a 1971 graduate of Georgia Tech, where he received his Bachelor of Science degree in Industrial Engineering. He is a 45 year veteran of the chemical and transportation industries, coming to Union Tank Car in 1981 from Hercules, Inc., where he was Manager, Rail Equipment. Don has spent the last 35 years in Houston, TX working with oil, chemical, and petrochemical companies developing solutions for bulk liquids transportation by rail, where he was Vice President, Sales – Western Region responsible for sales and customer service in a 16 state area of the Western US. Don retired on October 1, 2016.

Don has been married for 47 years and has three grown daughters and eight grandchildren. He was a member of the Board of Directors of the Southwest Association of Rail Shippers (SWARS), a member of numerous industry associations and an active community leader in his church.

Anita Mancini, Vice President

Anita was born in Leadville, Colorado, but raised and educated in East Texas. She met her husband, Gary, in 1989 and later moved to Katy in 1993. She became a member of First Baptist Church in 1994. They have raised four kids together, three of which graduated from Katy High School. Anita and Gary own and operate Bugs Incorporated and have since 1989. She is also an avid equestrian and certified riding instructor at Blackwater Ranch. She is the current Director of The Katy Cowgirls and has held that position since 2003.

Because she is a survivor of abuse, she has an incredible passion for KCM and a deep desire to share her story of happiness. Anita was a Crisis Advocate for Katy Christian Ministries for 7 years.

Stan Simmons, Secretary

Kingsland Baptist Church

Stan joined KCM’s Board of Directors in 2021. He recently retired from a career that spanned 38 years in Oil and Gas with Conoco, ConocoPhillips, and Phillips 66.  His career included many different Information Technology and Project Management roles that were mostly focused on management of organizations and people.

Stan has served other nonprofit organizations and various leadership roles at Kingsland Baptist Church. He is currently volunteering for Habitat for Humanity and is serving on the Kingsland Missions Council.

Stan, and his wife Julie, have two adult children and have been serving in the Katy area since 1997.

Stan joined KCM’s Board of Directors in 2021. Stephen Blackmun, Treasurer

Stephen joined KCM’s Board of Directors in 2021. He started his career as an auditor with Touche Ross & Co. and has over 40 years of management experience, mainly in the oil and gas industries. He is currently Director, Financial and Accounting Systems with a global LNG company.

Stephen is a Fellow of the Institute of Chartered Accountants in England and Wales and holds a Bachelor of Arts Degree in Economics from the University of Sheffield. He is a member of his church’s Outreach Committee and served on Memorial Assistance Ministries’ Congregational Council for 3 years.

Stephen and his wife Sophie have two daughters and moved to Texas from France in 1999.

Alfred Castillo, Jr., Parliamentarian

Family Life Assembly of God

Alfred Castillo, Jr. has been a resident of Katy, TX since 2011. Born and raised in Houston’s Greater East End Neighborhood, Alfred graduated from Stephen F. Austin High School with honors and received both his Bachelor’s and Master’s degrees in Civil Engineering from the University of Houston, Magna Cum Laude. He is a licensed professional engineer in both Texas and California and worked for The Dow Chemical Company/Olin Corporation for nearly 20 years. He is currently employed by Sysco as a Strategic Sourcing Manager and has been serving as the Hispanic ERG Leader for the past 3 years.

Alfred is the owner and CEO of two thriving companies: ADC Investment Group, a real estate holding company, that owns, operates, and manages a portfolio of single family and multi-family dwellings in the Greater Houston Area. He also owns ROCA Production Films, a film production company, which released its first faith-based feature film entitled La Cadena, that he wrote, produced and directed. The film is currently airing on Amazon Prime. Alfred continues to write and is set to produce and direct additional feature films in the near future.

Although an engineer by trade and an entrepreneur, Alfred is an actor/performer by heart. Nearly 15 years after graduating from college, Alfred began taking acting classes and landed his first commercial. Since then, Alfred has appeared in nearly 300 local/regional/national commercials/web videos and industrials for clients such as Walmart, HEB, Academy and Gillman Auto, has worked as a model on more than 30 Print projects for Hewlett Packard, Sonic and Taylor Morrison homes and has had roles in nearly 30 feature/short films including Walk by Faith and Joy Comes in the Morning. He is currently represented by Pastorini Bosby Talent Agency in Houston, TX.

Alfred has been serving the Lord Jesus Christ since 1998 and currently attends Family Life Assembly of God Church in Katy, TX where he has served as Board Member. He now serves as a member of the Finance Committee.

He also serves on the Board of Directors for the Center for Mexican American and Latino(a) Studies (CMALS) at the University of Houston. Alfred received a full scholarship from CMALS back when he was in high school and has come full circle to support the same organization that made it possible for him to attain higher education and become a productive member of society.

Alfred has been on the Board of Directors for KCM since 2021. He currently serves as the Parliamentarian on the executive committee and supports other committees. 

He has been happily married to his college sweetheart Diana for nearly 24 years. Together, they have three children, Josiah a junior at TAMU studying computer engineering, Jaden a junior at James E. Taylor High School, and Jeselle a freshman at James E. Taylor High School. His family has also appeared in commercials, and he has roped them into his productions as well. In his spare time, Alfred enjoys church ministry as a Youth Sunday School Teacher, VBS teacher, fishing, traveling, and spending time with family and friends.

Patti Lacy, Past President

Westland Baptist Church

Patti has been on the KCM Board for over a decade. She and her husband Bill have raised four children (and currently have four grandchildren) and both are very involved in the community.  Patti enjoys being a Realtor in Katy/West Houston where she’s grown her business since 2000.  She has served in a variety of roles on the KCM Board, currently serving as the President. She is looking forward to watching KCM grow and continue to minister to the hurting people in our community. Patti has been a member of the Westland Baptist Church for nearly 25 years!

Patti has been on the KCM Board for over a decade. Al Astley

Allan “Al” Astley retired in 2011 from the Defense Technical Information Center (DTIC) after almost 35 years of federal government civilian service with the U. S. Department of Defense. During his 16 years at DTIC, Al worked as a manager in the Directorate of Information Systems, eventually becoming the Director, and briefly served as the DTIC Chief Information Officer. Post retirement, Al worked for the Women, Infants and Children (WIC) Office of the Virginia Department of Health from 2012 to 2019 as a Vendor Liaison. Al is a 1976 graduate of the University of Virginia, is married to his high school sweetheart Courtney, and together moved to Texas in 2021 to be closer to their son, Sam.  In his spare time, Al enjoys travel and enjoying the natural beauty that Texas has to offer.

Loren moved to Katy in 2007, relocating from Edmonton, Alberta, Canada.  He married his wife, Kelly. Together they have a family of 6, Sophia (22), Max (19), Ross (18), Lucy (17), Julia (14), and Regis (12).  Kelly is a special needs and dyslexia teacher with Katy ISD and Loren is an engineer and business leader for Gagemaker, LP.  They are both active members of Grace Fellowship church.

Debbie is a new member of the KCM Board. After working for a major insurance company for 15 years, she decided her priority was to raise her two children. Now that they are no longer at home, she is busy with various activities such as Treasurer of the Garden Club, Book Club, Woman’s Association, Bible Study, Bunco, and helping each week at the KCM Food Pantry. She is also part of the Stewardship Committee and Vacation Bible School at Grand Lakes Presbyterian Church. Her interests include traveling and the theater.

Chris Harris

First United Methodist Church Katy

Chris Harris was elected to the Katy City Council in 2018, 2020 and 2023, serving as Mayor Pro Tem since September 2019.

Councilman Harris serves on the boards of Katy Christian Ministries, the Coastal Prairie Conservancy and Trustee at Katy First United Methodist Church.  Harris, a fifth-generation Texan, attended Sam Houston State University.

Chris and his wife, Danielle, a Katy native and public school educator, are a state licensed foster care family with the Methodist Children’s Home and have five children.  Harris is, also, employed as a commissioned Texas Notary Public.

All have actively participated in their church and community, including: Lifetime Member Katy Heritage Society, Katy Development Authority, Charter Review Commission, Landscape Appeals Board, HOA Board President, volunteer firefighter, FAA licensed pilot, Katy Elementary Campus Advisory Team, Leadership Katy ISD, Katy ISD substitute teacher, Katy FFA Supporters 100 Club and Katy Prairie Conservancy Leadership Circle.

Director J.R. Richardson ’92 is a native of Houston, TX and earned a BAAS degree from Lamar University. He is currently working as a Sr. Account Executive at Consolidated Communications. During his tenure at LU, J.R. received many awards and accolades through his sports career. He was Southland Conference Champion for 3 years in Track and Field specializing in Triple Jump but also contributed to Long Jump, High Jump and Sprint Relays. He pledged Kappa Alpha Psi in the Spring of 1988 and later was Polemarch of his chapter. He served on the National Pan-Hellenic Council helping bridge the gap with all Greeks on campus.

After leaving college, he started his career with the help of a fellow Lamar Alumni at Dell Computer in Austin, Tx. During his time, he continued being active with Kappa Alpha Psi Austin Alumni and serving as Polemarch several years later. He actively volunteered his time with the Special Olympics in bowling and served as a mentor with Big Brother Big Sisters. While serving and helping in his community, he became an active with Lyons Jr. #290 Lodge for Masonry and then Cheops Temple #200 with the Shriners.

Today, he is very active with his time serving on many Boards in his community of Katy, Tx. He’s on the Board of Directors for the Katy Area Chamber of Commerce, a Board of Directors for the YMCA Katy locations, a Board of Directors for Katy Christian Ministries, a Board of Directors for the Waller County Economic Development Partners, a Board of Directors for the Katy Area Economic Development Council, a Board of Directors for the City of Katy’s Convention & Tourism Bureau, A Board of Directors for Katy ISD Foundation and a Chartered Member of Kappa Alpha Psi Katy- Fulshear Alumni Chapter.

He continues to stay active with his University Alumni by servicing as Board of Directors for Lamar University Alumni and Board of Directors for Lamar’s Black Alumni Network. Kay, a first year Board Member, is a native and lifelong resident of Katy. She has degrees in Nursing from Houston Community College and the University of Texas.  Kay worked at Memorial Hermann Katy Hospital for 28 years, as Emergency Room Staff RN, Clinical Manager, Nursing Supervisor, and helped develop new programs. She advanced Emergency Management and Disaster plans for this region, sitting on committees with SETTRAC, FEMA, and Homeland Security. She retired in 2020.

Kay has been married for 52 years and has two grown sons and 4 grandchildren.  She volunteered for the Katy Volunteer Fire Department as an EMT, at Katy Christian Ministries answering hotlines, and at Christ Clinic.  She earned the Frist Humanitarian Award for her efforts in our community.  She and her family are very supportive of Katy FFA and founded the Randall Beckendorff Memorial Scholarship in 1980 to support students in the field of agriculture.

Penny Whited

Penny has been on the KCM Board of Directors since 2016. She is a retired Kindergarten and PreK teacher, having taught 37 years. Penny received her Bachelors degree in Elementary Education from The University of Texas at Austin and her Masters degree in Early Childhood from Texas Southern University.
 
Penny is involved at St. Edith Stein in the Nursing Home ministry, the Eucharistic Homebound ministry, the Divine Mercy Prayer Group and the OWLS, Older Wiser Livelier Seniors. She has served on the church’s Gala Committee, also.
 
Penny and her husband Charles were married in Austin in 1978. They have a son and a daughter and 4 grandkids. They have lived in Katy since 1996.

Penny is involved at St. Edith Stein in the Nursing Home ministry, the Eucharistic Homebound ministry, the Divine Mercy Prayer Group and the OWLS, Older Wiser Livelier Seniors. She has served on the church’s Gala Committee, also.
 
Penny and her husband Charles were married in Austin in 1978. They have a son and a daughter and 4 grandkids. They have lived in Katy since 1996.
